Common wall types
Around Geelong the most common walls are timber sleepers, concrete sleepers between steel posts, besser or engineered blocks, sandstone and boulders. Timber is cheapest but has the shortest life. Concrete sleepers and blocks last longer and suit higher walls. Every type needs drainage behind it: a gravel backfill and an ag pipe that lets water out, because water pressure behind a wall on clay soil is a common cause of failure.
What retaining walls cost in Geelong
A published cost guide's Geelong estimates (October 2026, GST inclusive) put a timber sleeper wall at $140 to $465 per square metre of wall face and a concrete sleeper wall at $230 to $650. The same publisher's Geelong retaining wall page, which prices by the lineal metre, puts a standard 10 metre wall, 1 metre high, at $2,325 to $6,500, plus $28 to $74 per metre for drainage behind it and $465 to $1,850 for an engineering certificate where one is needed.

When a wall needs a permit
The Victorian Building Authority's practice note says a retaining wall less than 1 metre high is exempt from a building permit unless it is associated with other building work or protects an adjoining property (practice note BP-01). The City of Greater Geelong gives the same rule: walls over 1 metre need a building permit (fences and retaining walls). Walls on or near a boundary, where a failure could damage the neighbour's land, need a permit regardless. Treat a wall of about 1 metre or more as needing one, and ask who will arrange it.
Registered builders
Domestic building work worth more than $10,000 needs a registered builder, and work over $16,000 also needs domestic building insurance. Retaining walls, decks, attached pergolas and fences generally count as building work, and one structural item brings the whole contract under the rule: the regulator's own example is a $2,000 deck in a contract with $9,000 of lawn. See the Victorian building regulator on landscaping.
The regulator lists a limited domestic builder class for retaining walls, so a landscaper can be registered for walls alone. Check the registration on the public register before you sign.
Retaining wall FAQs
How high can I build without a permit?
Under 1 metre, as long as the wall is not part of other building work and does not hold up the neighbour's land. Anything taller, or near a boundary, needs a building permit.
Can a retaining wall go on a nature strip?
No. The City of Greater Geelong's nature strip guidelines do not allow retaining walls, fencing, irrigation or hard surfaces on nature strips.
Why do walls fail on clay soils?
Clay swells when wet and holds water. Without gravel backfill and a drain behind it, water pressure builds up and pushes the wall over time. Ask your landscaper how they will drain it.
